Best Practices - Charter

Here's an example of a meeting with refinery and industry reps.

The primary objective of this group is to provide a technical forum to help insure that our individual coking facilities are operating in the most safe and reliable manner as possible. To this end, the focus is on such issues as plant safety (including equipment and procedures), process monitoring, start-up and shut down guidelines, and philosophy regarding equipment inspection. You may want to evaluate emerging technologies designed to provide greater plant safety and reliability.

The intent is for the committee to meet on an annual basis in order to share experiences, learn from others, and to develop ideas to operate coking facilities safer and more reliable. Decide how often and when conference calls are appropriate.

No one company can have complete knowledge of these plants. Therefore, it is hoped that the collective experience of this group can help improve safety and reliability in these plants.

Agenda

Topic General Discussion Ideas

Unheading Systems

Understand how everyone is setup. What types of systems are in use? What problems have been encountered? Any design philosophy? Etc. What is the thinking on automating?

Aging Drums

How much longer to patch and weld? Explore vertical plate technologies or different metallurgies. Should we decrease cycle time to extend life. What are others doing?

Emergency Procedures

Each person gives examples on how they handle emergency shutdowns.

Critical Process Monitoring

What process variables do you consider critical in order to maintain a safe and reliable plant. Maybe folks can share the list of things they look at and explain why.
