Cody, I am no expert, but if your problem is dP, is that not an (tube) internal issue rather than external? I think your best approach to reducing this differential is to mechanically decoke the heater. As good as Steam-air-decoking/On-line-spalling is, they are both limited as to the effectiveness in the convection section.
