There is no need to quench the drum till it overflows to the blowdown system. The amount of water that is needed to quench your drums is dependent on the type of feed that you are running and the size of your coke drums. you may want to look at your quench cycle and how fast you are putting water in as this can affect how well you quench the drum. We do manual unheading to a pit and do have blowouts ocationaly, however if you allow the drum to drain till the bottom temp is bellow boiling temp and there is little to no pressure on the drum you'll be good.
