I would error on the safe side of oxygen removal due to the backing of vapors into the drum to begin the drum heatup process. In addition if you have a coker with a amine system for Coker Fuel Gas you are going to open the door for salts to build in the Amine (DEA) and will see a loss in treating capacity not to mention DEA change out and the expense associated with it. Again the #1 concern would be that the oxygen is removed prior to vapors being backed into the drum. We steam the drum bottom to top to atmosphere for approx 5-10 minutes and view the steam coming out the vent prior to closing the vent and pressure testing. I hope this helps!!!! Jim
